Importing Korean Auto Parts into the EU: Why Zero Tariff Is Not the Gate

Korean auto parts carry real weight in world markets. The Korea Auto Industries Cooperative Association (KAICA) put 2024 auto parts exports at about USD 22.5 billion. The United States is the largest market, but the European Union is the next largest, and countries with deep vehicle and parts industries, Germany chief among them, buy Korean parts steadily.

If you source Korean auto parts for Europe, though, the tariff is not the problem: under the Korea-EU Free Trade Agreement (FTA) most parts are already duty-free. The real gate is the certification that each part has met Europe's safety and environmental standards, and above all the type approval known as the 'E-mark'. Even that zero tariff, moreover, arrives only with one document done right.

Start with the tariff: mostly 0% under the Korea-EU FTA

Most auto parts classify under HS 8708 (parts and accessories of motor vehicles). Europe's base tariff runs from 0 to 4.5% depending on the item: about 4.5% on bumpers and wheels, about 3% on gearboxes and suspension, and about 2.7% on brakes.

Korean parts, however, rarely pay it. The Korea-EU FTA, in force since July 2011, eliminated the duty on auto parts. The question is not the rate but how you prove Korean origin, which the origin section below covers.

A low tariff means the contest is decided elsewhere. With no real price barrier, the true gate to the EU market is the certification and material rules below, the non-tariff barrier. The principle for deciding exactly which code a part falls under is in what an HS code is.

The real gate: the 'E-mark' type approval each part carries

Europe governs the safety and environmental performance of vehicles and their parts through type approval. It covers not only whole vehicles but individual parts like brakes, lighting and safety glazing, and part assemblies (separate technical units). The system has two roots. One is an international agreement under the UN Economic Commission for Europe (UNECE); the other is the EU's own framework regulation (2018/858). The EU regulation incorporates the UNECE's individual standards (UN Regulations) as its own.

So there are two marks. A capital E with a number inside a circle is an approval granted under a UNECE standard, mutually recognized by every country in the agreement. A lowercase e with a number inside a rectangle is an EU approval. The number is the country that granted it: 1 is Germany, 4 the Netherlands, 13 Luxembourg. A Korean parts maker usually takes the broader UNECE route, the capital-E mark, because it is honored across the agreement's members, well beyond the EU.

Which parts are covered? The main ones are these.

Some areas, lighting among them, are seeing their regulations consolidated, so confirm the actual approval number against the current standard.

Here is the point exporters often miss. A part fitted to a vehicle from the factory (an OE part) is covered within that vehicle's type approval. But sell the same part separately as an aftermarket replacement, and the part itself needs its own type approval and E-mark. "It already goes into that car, so why again?" is a natural thought, but Europe treats an independently sold replacement part as separate. The same item follows a different certification path depending on whether it is OE supply or aftermarket sale.

Approval runs in order: application, testing at a designated test house (technical service), and issue of the E-mark number by the approval authority. A Korean maker applies to the approval authority of a country that has adopted the relevant UN Regulation, say Germany, the Netherlands or Luxembourg, goes through testing, and the E-mark it receives is honored across Europe.

The condition for zero tariff: the Korea-EU FTA origin declaration

To bring the duty to zero, you have to prove the part is Korean in the prescribed way. Unlike other agreements, the Korea-EU FTA does not use a certificate of origin issued by an authority. Instead the exporter writes the origin directly onto a commercial document such as the invoice, an origin declaration.

There is a threshold. For a consignment worth EUR 6,000 or less, any exporter may make the declaration. Above EUR 6,000, only an exporter holding an approved-exporter authorization number from customs may do so. Because auto parts trade in large lots that usually exceed this, securing approved-exporter status in advance is effectively mandatory. Without it, even a Korean part misses the zero rate and pays the base tariff. The principle of origin declarations and approved-exporter status is set out in certificates of origin and using an FTA.

The origin criteria are set too. An auto part (HS 8708) qualifies if it meets one of two tests: it is made from materials of a heading other than the finished product's, or the value of non-originating materials does not exceed 50% of the ex-works price. If imported materials make up more than half the part, it may fail to qualify, so weigh this at the sourcing stage.

The United Kingdom is different. Since 2021 the UK is not covered by the Korea-EU FTA; a separate Korea-UK FTA applies. The terms largely carried over, but the agreement is different, so UK-bound cargo declares origin under the Korea-UK FTA on its own terms.

Material rules: REACH and the End-of-Life Vehicles Directive (ELV)

Europe also looks at which chemicals are in a part. REACH is the main one. If a part contains a substance of very high concern (SVHC) from Europe's list above 0.1% by weight, a duty to inform the supply chain arises. In larger volumes (over one tonne a year) it must be notified to the European Chemicals Agency (ECHA), and it must also be entered in a separate database of articles (SCIP).

Auto parts carry one more material rule. RoHS, which restricts hazardous substances in electrical and electronic products, excludes vehicles; the End-of-Life Vehicles Directive (ELV) takes that role instead. Since July 2003, ELV has in principle barred lead, mercury, cadmium and hexavalent chromium from the parts of vehicles sold in Europe. Uses that are hard to substitute are allowed through an exemptions list, but that list keeps narrowing, so material specifications have to track the current standard.

CBAM is mostly someone else's problem, but bolts are different

From 2026 Europe brings its Carbon Border Adjustment Mechanism (CBAM) into full force. It prices the carbon embedded in imports, and it applies to six sectors: iron and steel, aluminium, cement, fertilizers, electricity and hydrogen. A finished auto part (HS 8708) is not on that list, so it bears no CBAM directly.

There is a boundary, though. CBAM selects its targets by tariff code, not by use. So the same part, declared under a steel code for bolts and nuts (HS 7318) or an aluminium semi-finished code (HS 7616), falls within CBAM. "For automotive use" counts for nothing; the code it is actually classified under is what decides. If you ship fasteners or material-type items alongside, check their codes in advance.

Shipping: OEM just-in-time and aftermarket

Auto parts logistics splits into two grains. Supply to a vehicle assembly plant runs just-in-time (JIT), with a narrow arrival window. A late part stops the line, so lead-time reliability matters above all. Aftermarket replacement parts, by contrast, are varied and low-volume, moving to replenish distribution and repair-network stock across Europe.

Packing turns on rust prevention. Metal parts like engines, transmissions and stampings rust easily over a long sea voyage, so they are wrapped with a volatile corrosion inhibitor (VCI) to be usable in production on arrival. Heavy parts are secured to pallets against handling damage. The usual European route lands at a gateway port such as Rotterdam, Antwerp or Hamburg, then moves inland by rail and road to Germany, Poland or the Czech Republic. Busan to northern Europe runs roughly 30 to 35 days via the Suez Canal, but recent Red Sea disruption and the detour around southern Africa can push it past 40 to 50 days, so build slack into the schedule.

Five things to check before importing Korean auto parts

To sum up, before you import Korean auto parts, check the following.

  1. Type approval (E-mark): confirm which UN Regulation covers the part, and whether it needs its own E-mark depending on OE supply versus aftermarket sale.
  2. Korea-EU FTA origin: secure the approved-exporter number in advance (mandatory above EUR 6,000), and check the part meets the origin criterion (change of heading, or non-originating materials at 50% or less). UK-bound goods go under the Korea-UK FTA separately.
  3. Material rules: confirm with the supplier that specifications meet REACH's 0.1% SVHC information duty and the ELV heavy-metal restrictions.
  4. Code and CBAM: check whether fasteners or material-type items shipped alongside fall under steel or aluminium codes within CBAM.
  5. Shipping: design lead time around whether supply is OEM just-in-time, and prepare rust-prevention packing for metal parts and the European inland network.

Importing Korean auto parts is not a contest over tariffs. Under the Korea-EU FTA the duty is already near zero, and the contest is decided in the non-tariff requirements: each part's E-mark, the origin declaration, the material rules. Know at the order stage that an OE part fitted to a vehicle and a separately sold aftermarket part follow different certification paths, prepare accordingly, and in a duty-free market you hold the real edge: the certification.
